William Barrie Fraser, OBE,


Bill Fraser was born in Nottingham, and his family moved to London when he was nine years old. In 1958, after two years’ National Service (of which 18 months were spent with the Ghana Army on secondment from his Regiment, The Queen’s Own Cameron Highlanders) he started work with a firm of stockbrokers in the City. For the last 31 years prior to his retirement in 2008 he was an Associate with J M Finn & Co.

For a period in the late 1960’s his office was in 64 Queen Street and he became an active member of the Vintry & Dowgate Wards’ Club, serving as Hon Secretary, Hon Treasurer and Chairman. In 1981 he was elected to Common Council for Vintry Ward. During his time on Common Council Bill has sat on all the main Corporation committees. He has served as Chairman of the Guildhall School of Music & Drama, the Education Committee, the City Bridge Trust, the Livery Committee and the former City Lands & Bridge House Estates Committee, and serving as Chief Commoner in 2009-10

Other appointments that he has held in the City include President of the Junior Chamber of Commerce for London, President of the City Livery Club, Chairman and current President of the Royal Society of St George (City of London Branch), Chairman of the City of London Academy Southwark, and a long serving Church Warden of St James Garlickhythe Church.

Bill is a Liveryman of the Worshipful Company of Gardeners (Master 2006-07) and the Worshipful Company of Musicians. He is also Chairman of the Metropolitan Public Gardens’ Association and the Partnership for Young London, and he is a Trustee of the Horlock Education Trust and the Central Foundation Schools of London.

He was awarded the OBE in her Majesty’s 2007 Birthday Honours for service to the City of London and Education.

Bill and Penny were married in 1965 since when they have lived in Dulwich. They have two daughters and four granddaughters.
